    African Development Bank, Shanghai Ocean University Partner to Boost Africa’s Blue Economy

    The African Development Bank (AfDB) Group and Shanghai Ocean University have signed a Memorandum of Understanding (MoU) aimed at strengthening collaboration in fisheries, aquaculture, marine science, blue economy development, and capacity building across Africa.

    The agreement, signed on 12 May 2026 during an official visit to Shanghai, is expected to support Africa’s drive toward sustainable economic growth by unlocking the vast potential of its blue economy.

    The MoU was signed on behalf of the African Development Bank Group by Jacques Edjangue, Vice President for People and Talent Management, while Dr. Wei Hu, President of Shanghai Ocean University, signed for the university.

    Under the partnership, both institutions will collaborate in five key areas: fisheries and aquaculture, marine science, blue economy development, academic exchanges, and talent development and capacity building. The framework will promote joint research, knowledge sharing, academic cooperation, and professional development initiatives.

    Speaking at the signing ceremony, Edjangue described Africa’s blue economy as a major driver of sustainable development, innovation, and employment. He noted that partnerships with globally recognised institutions such as Shanghai Ocean University would expand access to the knowledge, skills, and expertise needed to help African countries build resilient economies and create opportunities for future generations.

    Dr. Wei Hu said the African Development Bank Group remains central to Africa’s development agenda through its role in mobilising finance, strengthening regional cooperation, and advancing inclusive and sustainable growth. He added that the agreement reflects a deepening China–Africa partnership in science, technology, and education while reinforcing the principles of South–South cooperation.

    According to the Bank, the partnership aligns with its Four Cardinal Points (CPs), particularly CP 3, which focuses on transforming Africa’s youthful population into a development advantage through investments in human capital and skills development. The collaboration will also strengthen institutional capacity, promote innovation, and support the sustainable management of marine resources through blue economy initiatives.

    The African Development Bank Group said the partnership is expected to contribute significantly to building resilient economies and advancing sustainable ocean-based development across the continent.
